a) To conduct cash transactions and to accept Government receipts through Non-Banking Treasuries and through Banks.

b) To maintain and to sell Non-judicial stamps both to the Stamp Vendors and to the public.

c) To exercise Treasury control over all Departmental transactions.

d) To make pension payment.

e) Maintenance of various deposit account.

f) To honour payment of principal / interest on Government securities.

g) To preserve valuables of Government departments under Safe-custody.

h) To render classified Accounts to the Accountant General, Andhra Pradesh, Hyderabad.

i) Any of the miscellaneous items entrusted by Government relating to financial matters.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

1) He is the Head of District Treasury Unit assisted by Assistant Treasury Officers, Sub Treasury Officer and other Non-Gazetted staff, He is having administrative control over the ATOs/S.T.Os working in the Sub-Treasuries.
2) The Deputy Director/Dist. Treasury Officer (I/C) of the District Treasury is responsible:-
a) to Government for the due accounting of moneys received into and paid out the Govt. account (SR 1 under TR-4).
b) receipts of moneys and payment on bills to all the Government Departments in the entire district after due checks and keeping accounts of them.
c) for detection of appointment made in contravention of the provisions of Act-2 of 1994.
d) for punctual submission of all returns required from the Treasury by the Accountant General / R.B.I.
a) for punctual rendering of monthly compiled Treasury accounts to the Accountant General, Andhra Pradesh, Hyderabad.
b) for the accurate maintenance of several P.D. Accounts and Accounts of other Drawing Officers against Letters of credit of etc.
c) for maintenance of Revenue Deposits, Civil Court Deposits , Elections Deposits, Works Deposits and Central Revenue Deposits etc.,
d) for payment and accounting of various kinds of Pensions including Civil, Military Pensions; Financial Assistance to Aided School Teachers, Political Pensions etc.
e) for payment of Principal and Interest on Govt. securities on G.P. Notes and Treasury Saving Deposits Certificate etc. as and when they become due.
f) for the issue of Cheque Books to several Administrators of Deposit Accounts under Zilla Praja Parishad, Mandal Praja Parishad Funds, Village Panchayats Funds, Municipal Funds, P.D. Accounts etc.
g) for receipts and issue of stamps and maintaining related accounts.
h) for safe custody of valuable articles and cash chests/ Question papers/ Election material etc. received from the Departmental Officers.
i) for performing the functions of a Bank whenever the Banks resort to strike.
j) for regulation of expenditure as per the instructions of the Finance Department time to time.

3) The Deputy Director is the appointing authority to the category of Junior Accountant / Typists/Shroff / Record Assistant /Attenders/ Night watchmen. He is vested with the powers of transferring of employees in the category of Senior Accountant category and below.

4) The Deputy Director is competent to sanction pension to the categories of Senior Accountant / Junior Accountant / Typists/Shroff / Record Assistant /Class-IV employees.

INSPECTIONS:

The Deputy Director shall inspect all Sub Treasuries once in a calendar year with notice and conduct surprise visits to Non-Banking Sub Treasuries without notice. He also conducts physical verification of stock of stamps in Sub Registrar Offices having sale depots.
